On the 14th (local time), a federal judge in Boston, Massachusetts, issued a temporary restraining order to halt the implementation of a new immigration regulation aimed at limiting the stay of international students and foreign journalists under the Trump administration. Judge Dennis Saylor made this decision one day before the regulation was set to take effect.
The new regulation applies to international students (F visas), exchange visitors (J visas), and foreign journalists (I visas), abolishing the existing 'duration of status' system and imposing limits on the stay for each type of visa. Under this regulation, F and J visas are limited to a maximum of four years, while I visas are limited to a maximum of 240 days. To remain in the U.S. beyond these limits, individuals must apply for an extension with immigration authorities.
The plaintiffs argued that this regulation complicates the stable academic and research activities of international students and researchers, placing a burden on U.S. educational institutions in securing foreign talent. Concerns were also raised that imposing a fixed duration for foreign journalists and requiring them to undergo extension reviews could restrict their reporting activities and undermine the independence of the press. The regulation was scheduled to take effect on the 15th.
